how to build back-to-back seats?

i opened the Six Flag Park of Belgium and found the well designed rest area, but i can't work out the back-to-back seats as it does. does anyone know how to build that?

Put a row of footpath. On one long side, add fences, then add paths on the other side of the fence, then add benches everywhere. Sell the fences, it should work well
